In 1998, Riverfront Recapture took on overall management responsibility for the Riverfront parks in Hartford and East Hartford: Riverside Park, Charter Oak Landing and Mortensen Riverfront Plaza in Hartford, and Great River Park in East Hartford. We partner with the City of Hartford and the Town of East Hartford, which own the parks, and the Metropolitan District (MDC), the entity that provides water and sewer services to the region.

The City and Town provide public safety personnel, on land and water, and have given Riverfront Recapture authority to enter into contracts with vendors in the parks.  Revenue from these contracts is used to help support park operations.

Metropolitan District (MDC)

In addition to improving the river’s water quality, the MDC provides day-to-day maintenance of the parks, including grass cutting, snow removal, mulching and painting. The MDC also provides funding for the park rangers program administered by Riverfront Recapture. The Riverfront Rangers serve as park ambassadors – answering questions, giving directions and welcoming visitors to the parks. They also serve as the park system’s eyes and ears, so they can call a police officer if a problem arises – but their presence helps deter negative activity. 


Volunteers from corporations, schools and community groups assist the MDC with a variety of maintenance tasks throughout the year.
